Documents to register for a newborn in India

What to file, when it is due, and the papers to have ready before you start.

📋  Birth Certificate RegistrationMANDATORYTIME-BOUND

Deadline: Within 21 days of birth

Legally required under the Registration of Births and Deaths Act, 1969. File within 21 days or face late fees, police verification delays, and complications with all future documents.

Step by step

1. Hospital submits Form 1 electronically to the Civil Registration System (CRS) portal at crsorgi.gov.in within 21 days of birth.

2. You receive an SMS or email with an Application ID. Log in to crsorgi.gov.in to verify and confirm details including baby name, gender, and parents address.

3. Upload self-attested copies: parents Aadhaar or Voter ID, address proof such as utility bill or rent agreement, and hospital discharge summary.

4. Local registrar at the municipal office cross-checks records. If a query is sent by SMS, respond within 3 days with additional proof.

5. Certificate issued and mailed to your registered address within 7 to 15 days. Follow up after 7 days.

6. For home births: obtain a certificate from your local authority or village head and submit separately to your municipal registrar.

Documents to have ready

• Hospital birth certificate or discharge summary

• Parents Aadhaar card

• Address proof (utility bill or rent agreement)

• Marriage certificate (optional but useful)

• Form 1 (hospital submits electronically, or download from crsorgi.gov.in)

Worth knowing — If not registered within 21 days the case requires police verification via revenue authorities which can delay the certificate by weeks. Registrations after 1 year require a court affidavit and Magistrate order. India has over 2 lakh registration centres. Many hospitals in urban areas now auto-register via the CRS portal - ask the hospital before discharge whether they have submitted Form 1 electronically.

In practice — Ask the hospital at discharge whether Form 1 has been submitted electronically. If yes, you only need to verify details online. If no, visit your municipal registrar within 21 days with all documents.

🪪  Child Aadhaar (Baal Aadhaar)RECOMMENDEDTIME-BOUND

Deadline: As soon as birth certificate is ready

Blue-coloured Aadhaar for children under 5. No biometrics needed at this stage - based on parents Aadhaar. Required for government schemes, school admissions, and healthcare. Must be updated at age 5 and 15.

Step by step

1. Visit your nearest Aadhaar Enrolment Centre - post offices, bank branches, or Common Service Centres.

2. Carry the childs birth certificate, parents original Aadhaar, and a passport-size photo of the child.

3. Fill the enrolment form. Child does not need to be biometrically scanned if under 5.

4. An acknowledgement slip is issued. Aadhaar arrives by post within 90 days or can be downloaded from uidai.gov.in.

5. After the child turns 5 and again at 15, biometric updates (fingerprints and iris scan) are mandatory - visit any enrolment centre.

Documents to have ready

• Childs birth certificate

• Parents original Aadhaar card

• Childs passport-size photograph

Worth knowing — Baal Aadhaar is linked to the parents Aadhaar and must be biometrically updated at age 5 and 15. If not updated after age 5 the Aadhaar becomes invalid and cannot be used for any government service. Many parents skip this update and face problems at school admissions and benefit claims.

In practice — Set a calendar reminder for the childs 5th birthday to visit an Aadhaar enrolment centre for biometric update. Child Aadhaar is required to open a Sukanya Samriddhi account, get school admissions, and access government healthcare benefits.

📘  Infant / Child PassportRECOMMENDED

Deadline: Apply when travel is planned

Valid for 5 years for minors. Both parents must be present at the Passport Seva Kendra (PSK) on appointment day. No minimum age - newborns can apply. Fee: Rs 1,000 regular or Rs 2,000 Tatkaal.

Step by step

1. Register at passportindia.gov.in and fill the online application form for a fresh minor passport.

2. Pay fee: Rs 1,000 regular or Rs 2,000 Tatkaal. Book appointment at your nearest PSK or RPO.

3. Both parents must visit the PSK with the child. The child does not need to sign or give biometrics.

4. Submit: childs birth certificate, Aadhaar, both parents passports plus photocopies, marriage certificate if spouses name not endorsed, and Annexure H (parental consent form signed by both parents).

5. If only one parent can attend: carry a notarised Annexure C signed by the absent parent. If parent is abroad it must be attested by the Indian Embassy.

6. Police verification may be required. Passport delivered in 3 to 5 weeks (regular) or 1 to 3 days (Tatkaal).

Documents to have ready

• Childs birth certificate (municipal-issued)

• Childs Aadhaar

• Both parents passports (original and photocopy)

• Parents address proof

• Marriage certificate if spouse not endorsed on passport

• Annexure H (parental consent signed by both parents)

• Annexure C notarised if one parent absent

Worth knowing — The most common challenge: the babys ears must be fully visible in the photo, forehead and chin must show, white background, and dark-coloured dress required. Infants under 1 year are allowed to have eyes closed. Lay the baby on a plain white sheet for the photo - do NOT hold the baby as hands must not be visible in the frame. For the ears issue: gently push hair back before photographing - do not use clips or accessories as they appear in the photo. Many parents get rejections because they use a white or light-coloured outfit instead of the required dark colour.

In practice — Book a Tatkaal appointment if travelling within 3 weeks. Use Tatkaal for faster processing. Arrive 30 minutes before your PSK appointment. Carry self-attested photocopies of every document in addition to originals. Bring the child even if under 4.

🌐  OCI Card (NRI children or dual heritage)RECOMMENDED

Deadline: Within 1 year of birth abroad

Overseas Citizen of India card for children born abroad with at least one Indian parent. Provides lifelong multiple-entry visa to India, education rights, and near-parity with Indian citizens.

Step by step

1. Apply online at ociservices.gov.in.

2. Submit application to the Indian Embassy or Consulate in your country of residence.

3. Documents required: childs foreign birth certificate (apostilled or attested), both parents Indian passports or OCI cards, and childs foreign passport.

4. For Indian parents living abroad: also obtain a Consular Birth Certificate from the Indian Embassy which confirms Indian nationality.

5. OCI card is issued once. Subsequent renewals required with each new passport issued to the child until age 20, and once after turning 50.

Documents to have ready

• Childs foreign birth certificate (apostilled or attested)

• Both parents Indian passports or OCI cards

• Childs foreign passport

• Parents Indian or foreign address proof

• Fee payment receipt

Worth knowing — OCI is not dual citizenship but grants near-equal rights to Indian citizens except: cannot vote, hold government jobs, or own agricultural land. Renew OCI after each new passport issued to the child until age 20. Many NRI parents delay applying and then discover the apostille process in their country takes 4 to 8 weeks - plan ahead.

In practice — Apply for OCI before the childs Indian passport if you want both documents. This avoids confusion at Indian immigration. The Consular Birth Certificate and OCI can often be processed simultaneously at the Embassy.

In practice — Apply for PAN at the same time as Aadhaar. Both together take only a few days and unlock all investment schemes for the child.

Legal documents for your child in India

Birth certificate, Aadhaar, passport and savings schemes

Download on the App StoreGet it on Google Play

What paperwork an Indian child needs and when: birth certificate within 21 days, Baal Aadhaar, passport, and the savings schemes worth opening early. The deadlines that matter, in order.

Questions parents ask about a child’s paperwork

What paperwork does a newborn in India actually need?

Five things, in rough order. The birth certificate first, because everything else is built on it, then Baal Aadhaar, then a passport if you plan to travel, an OCI card if your child was born abroad, and a PAN card before you open anything in their name. The checklist above splits them into legal formalities and government benefits, and only the birth certificate is genuinely mandatory. Our full newborn document checklist goes through each one.

Does this cover countries other than India?

Yes, four. Switch the flag at the top for India, the USA, the United Kingdom or Australia, and the list changes to that country's formalities and its benefit schemes. Each item opens to show the documents you need, who is eligible, the pitfalls people hit, and a link to the official portal so you are not taking our word for it.

Is there a deadline for registering the birth?

Yes, and it is the one deadline on this page worth setting a reminder for. Births are registered under the Registration of Births and Deaths Act within 21 days, and doing it in that window is the straightforward route with no fee. After that it gets slower and needs extra permission, and how much slower depends on your state.

We have gone past 21 days. Is it too late?

No, late registration is allowed, it is just more work. Depending on how late you are it may need an affidavit, a fee, or sign-off from a higher authority, and the exact route is set by your state. Start at the municipal body or gram panchayat for the place of birth, or at crsorgi.gov.in if you are not sure who that is.

Does the hospital register the birth for us?

Most hospitals do, and it is worth asking before you assume either way. Ask who filed it, on what date, and where you collect the certificate. Plenty of families find out months later that they were each waiting for the other to do it.

Can we register the birth before we have picked a name?

Yes. The law allows a birth to be registered without a name, with the name added afterwards, usually within a year. So the namkaran does not have to be rushed to beat the 21 days, and the 21 days should not be missed waiting for the namkaran.

When can we apply for Aadhaar, and what is Baal Aadhaar?

Baal Aadhaar is the version for children under five and it is blue. No fingerprints or iris scan are taken at that age, just a photograph, with the child linked to a parent's Aadhaar. The part people miss is later: biometrics have to be added at 5 and again at 15, and if they are not, the number can stop working. We cover the detail in Baal Aadhaar and infant passports.

Does a baby need their own passport?

Yes. Adding a child to a parent's passport is no longer done, so even a newborn travels on their own. You will need the birth certificate, so this is another reason not to let that one drift.

Which savings schemes are worth opening early?

The one with a real cut-off is Sukanya Samriddhi, which cannot be opened once a girl turns 10, and which needs a small deposit each year to stay active. NPS Vatsalya and a plain PPF are the usual alternatives, and which suits you depends on when you want the money back. We compare them in Sukanya Samriddhi vs PPF vs NPS Vatsalya.

Are there benefits we can claim?

Pradhan Mantri Matru Vandana Yojana is the main national one for a first child, and there are state schemes for girl children on top. RTE free school admission has a short application window that opens once a year, so it is worth knowing the date in your state before it passes. See how to apply for PMMVY and girl child schemes by state.

Where this information comes from

Every item traces to the official government portal it came from, and those links are in the checklist above. The main ones are crsorgi.gov.in for birth registration, uidai.gov.in for Aadhaar and passportindia.gov.in for passports. It was checked against those portals in early 2026. Rules, amounts and portals change often and some steps vary by state, so treat this as a checklist and confirm the current position on the official site before you rely on it.
